Ellicottville Village Receives First Cannabis Revenue Check, Approves Market Use & Tax Cap Override
From new revenue streams to expanded local markets and budget planning, the Ellicottville Village Board covered several key initiatives at its March meeting.
VILLAGE INCOME FROM CANNABIS SALES
At the March meeting of the Ellicottville Village Board, the Village received its’ first cannabis sales check based on 3% of gross sales from Enchanted Mountains Canna Co. located at 24 Washington Street in Ellicottville. The final quarter of 2025 generated a check for the Village of $627.65. This amount represents 3% of the last quarter of gross sales, tallied at $1,255.30, which was then split with the Town of Ellicottville, as mandated.
NEW GENERATIONS FARMERS MARKET
Lola Cicarelli, Farm Manager at New Generation Farmers Market on New Albion Road in Cattaraugus, made a presentation to request permission to sell produce and USDA beef and lamb on the square at the 1887 Building. She stated that her schedule does not allow for her to participate in the current Farmers Market on Fridays from 4:00-7:00pm. She asked for Tuesdays from noon to 4:00pm. She agreed to other merchants joining in on Tuesdays from 12:00-4:00pm if there is interest, as inquired by Trustee Sean Lowes. She will accept Farmers Market (FreshConnect) checks through the New York State Farmers Market Nutrition Program. The FreshConnect Checks Program (FCC) doubles purchasing power by providing coupons worth a cash value - for Seniors and Veterans at participating farm stands like New Generation Farmers Market and provides a direct incentive to shop local vegetables, fruits, and meats as stated on the New York State Department of Agriculture website. She was approved by vote and Mayor John Burrell stated, “It’s a public square and that’s a darn good use of a public square.” It will run from June until October.
TAX CAP OVERRIDE
A Public Hearing was set with no participants in attendance. A resolution was ultimately approved for a tax cap override for the 2026/2027 budget. The hearing was closed and the new law was approved. A Budget Meeting for budgetary modifications was set for April 15th at 6:00pm.
CODE ENFORCEMENT REPORT
Kelly Frederickson, Code Enforcement, reported that in regard to Short-Term Rentals (STR), 7 unlicensed STR properties were addressed. Two STR properties were seen in court that pled guilty, both agreeing to not advertise and not rent. If they violate this, they would again have to appear in court and would be ordered to pay an automatic fine of $2000. The other 5 STR properties have yet to respond.
The Ellicottville Village Board meets the third Tuesday of each month at the Ellicottville Town Hall, 1 W. Washington St. Their next meeting is scheduled for April 21st at 6:00pm.
