1.1 PROJECT INFORMATION
A. Notice to Bidders: Qualified bidders may submit bids for project as described in this Document. Submit bids according to the Instructions to Bidders.
B. Project Identification: Ellicottville Joint Fire District: Addition and Alterations - General Construction Bid Package

E. Project Description: Project consists of a 2,702 +/- sf building addition for EMS Ambulance storage garage, exercise workout room, toilet and shower facilities onto an existing 11,514 +/- sf pre-engineered metal building fire station. The project also includes approximately 1,215 sf of interior space alterations to reconfigure space for a new firematic turnout gear room, decontamination room and bathroom. Exterior alterations and repairs which includes new roofing, siding, overhead doors and other miscellaneous façade improvements. Mechanical, electrical and plumbing work is identified in the bid documents and includes work to support the new addition and alteration work being completed. This is a multipleprime contract project to include: General Construction, Plumbing Construction, Mechanical Construction and Electrical Construction prime contracts.

1.2 BID SUBMITTAL AND OPENING
A. Owner will receive sealed lump sum bids until the bid time and date at the location given below. Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows:
1. Bid Date: July 17, 2026.
2. Bid Time: 10:30 a.m., local time.
3. Location: Ellicottville Fire Department, 30 Fillmore Road, Ellicottville, NY 14731.
B. Bids will be thereafter publicly opened and read aloud in the same location; Ellicottville Fire
Department Meeting Room.
C. All Bids must be submitted with the Additional Bid Forms identified in Section 000120 of the
Project Manual.

1.3 BID SECURITY
A. Bid security shall be submitted with each bid in the amount of 5 percent of the bid amount. No bids may be withdrawn for a period of 100 days after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities.
1.4 PREBID MEETING
A. Prebid Meeting: See Document 000251 "Prebid Meeting” for agenda.

2. Meeting Time: 11:30 a.m., local time.
3. Location: Ellicottville Fire Department, 30 Fillmore Road, Ellicottville, NY 14731
4. Walk-Through: A brief cursory walk-through of the project location will follow at the end of the pre-bid meeting.
1.5 BID DOCUMENTS
A. Printed Procurement and Contracting Documents: Obtain on or after July 3, 2026, by contacting Avalon, Inc. to obtain documents and become a registered plan holder. Only complete sets of documents will be issued. Only registered plan holders will receive copies of Addenda issued during bidding.

1. Bid documents will be provided to each registered bidder in electronic PDF format only. Bid documents will be available to bidders to upload electronically through their online plan room their FTP hosting site once bidders have successfully registered as a plan holder.
2. Deposit: A bid deposit is not required for this project.
3. Printed hard copies of bid documents are available for purchase to registered plan holders on a nonrefundable, cash a carry basis through Avalon. Upon direct payment to Avalon printed documents will be provided.
4. Shipping: Additional shipping charges will apply for any delivery requests of printed hard copies of bid documents.
B. Viewing Procurement and Contracting Documents: For viewing purposes only on or after June 9, 2026, contractors may go to https://www.avalonbuff-planroom.com/projects/public under Public Projects, click on “Ellicottville Joint Fire District Addition and Alterations - General Construction Bid Package” to view the files.
1.6 REQUESTS FOR INFORMATION (RFI)
A. Bidder Questions: All questions must be submitted to the Architect as an RFI per the Instructions to Bidders. RFI's will be answered or clarified via addenda. RFI's will not be accepted after 5:00 p.m., Friday, July 10, 2026.
B. If any person contemplating submitting a bid for the proposed contract is in doubt as to the true meaning of specifications or other issues, they may submit to the project architect on behalf of Ellicottville Joint Fire District a written request for interpretation (RFI) or correction thereof. Requests to be given consideration must be received no later than the date noted above. The person submitting the request will be responsible for its prompt delivery. Any interpretation of the proposed document will be made by Addendum only, duly issued, and a copy will be mailed or delivered to each registered plan holder receiving a set of documents not later than 48 hours prior to Bid Date. Ellicottville Joint Fire District will not be responsible for any other explanation or interpretation of the proposed document.
1.7 TIME OF COMPLETION
A. Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work within the Contract Time. See Section 003113 Preliminary Schedule, for additional information.
1.8 BIDDER'S QUALIFICATIONS
Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder.
